When Steven Spielberg chose Westchester County to film scenes for "Disclosure Day," it wasn’t his first time working here. Nearly a decade after “The Post” filmed in White Plains, his latest feature once again brought cast and crew to Westchester, where local communities, locations, and experienced local partners helped bring his vision to the screen. 

Now in theaters, “Disclosure Day” stars Emily Blunt as a meteorologist from Kansas City who finds herself entangled in a far-reaching government conspiracy. The film follows a fast-moving chase that takes its characters across the country. While audiences may not realize it, several key scenes were captured right here in Westchester, with crews making use of the County’s urban streetscapes, civic spaces, commercial properties, and nearby civic infrastructure. 

For location manager Kat Delaney, finding the right locations for a film of this scale wasn't simply about finding visually interesting places. It was about finding communities that could support a major studio production with hundreds of cast and crew members moving between locations on a tight schedule. 

"White Plains has the infrastructure and has the experience to be able to do that and provide that for a film crew," said Delaney, whose credits include "The Irishman" — also filmed in Westchester! — and who is currently working on the next installment of "A Quiet Place." "We didn't hesitate. We didn't worry. We knew that if we went there, we would be able to achieve what we needed to achieve."

How Greenburgh Public Library Became a Hospital 

One of the film’s most striking transformations took place at Greenburgh Public Library.  

In the finished film, the building appears as a hospital. When Delaney and her team first began scouting, they weren’t looking for a library at all. They needed a location that could convincingly portray a hospital without disrupting the operations of an actual medical facility. The library provided the ideal solution. With custom signage and rebranded ambulances, the library was transformed into “Jackson County Hospital” for the film.   

“We looked for so long for a building that would feel interesting,” said Delaney. “The Greenburgh Library looked absolutely fabulous. It’s such a beautiful, very cool building. It was easy to do. It’s a tremendous facility.” 

The production worked closely with local officials and library leadership throughout the process. According to Luis Beltran, Greenburgh deputy town clerk, the production was “respectful, accommodating, and surprisingly quiet given its size." The permitting process was smooth, and the crew left the location clean and well cared for after filming wrapped. 

Delaney echoed that sentiment. 

"The town of Greenburgh was wonderful," she said. "They were just so supportive, so helpful. We have a lot of crazy asks and crazy requests, and nobody ever blinked twice. They just said, 'How do we get this done?'" 

‘It Takes an Army’ 

For a production the size of “Disclosure Day,” filming in White Plains was seamless. “Disclosure Day” made use of several locations in the city that offered the production a mix of urban energy, access, and logistical flexibility. 

Large studio productions often require extensive truck parking, crew staging areas, road closures, police support, and coordination among multiple municipal departments. Delaney says big productions require communities that understand the realities of filmmaking. 

"It takes an army," she said. 

White Plains proved to be an ideal fit. Filming took place over two days, closing Hamilton Avenue for a driving sequence that occupied a key downtown corridor and required significant coordination to close streets, manage traffic signals, and create the space necessary for both the technical aspects of filming and the actors’ performances.  

The production also filmed at Renaissance Plaza and used a loading dock at The Westchester mall, which appears in its opening scene as the backstage area of a large event space. During filming there, crew were able to use the mall’s food court during breaks. 

According to White Plains City Clerk Jill Iannetta, the production brought more than 200 crew members to the city. Many of the crew members had previously worked on "The Post" and other productions filmed in White Plains, bringing a familiarity with the city and its film-friendly approach. 

For Delaney, that experience mattered. “It’s such an incredible feeling to go into a city that you know you’re going to be able to be successful in.” 

She credits the City of White Plains, its Police Department, Department of Public Works, Parking Authority, and municipal staff for helping coordinate the necessary logistics. Her experience on the film reflects many of the reasons why filmmakers continue to return.

“Disclosure Day” is another example of how Westchester County can meet the needs of today’s film and television industry. 

As Delaney noted, “Westchester has the best of both worlds.”  
 
Productions benefit from proximity to New York City and access to talent, crew, equipment, and production resources within the NYC film zone.  They also find an exceptional variety of locations including downtown streets, civic buildings, libraries, commercial properties, country clubs, campuses, parks, and historic sites.  

Just as important are local partners that understand permitting, logistics, and the importance of balancing production needs with community impact—Westchester welcomes film crews with open arms. 

In Greenburgh, Metropolis Country Club served as base camp for the library shoot, giving the production a nearby location to support crew, vehicles, and logistics. In White Plains, the city’s infrastructure helped accommodate a large crew across multiple filming locations. 

For “Disclosure Day,” Westchester delivered both cinematic range and logistical reliability needed to bring a major motion picture to life.
